New CRRC Website Launch

The new CRRC website is set to be launched by the end of the year. The CRRC Board of Directors (Board) is test driving the new layout before it is released to the public. The product type categories have been altered from the previous proposed version. The breakout categories (high level of detail for field applied categories, metal products, etc.) will be displayed in the search results, but will not be listed as search parameters. The simplified product type search parameters will be as follows:

    Built-Up and Modified Bitumen Sheet Roofing
    Concrete/Clay Tile and Slates
    Field‑Applied Coating
    Fluid‑Applied Membrane Roofing
    Metal Roofing

Here is a sneak preview of the new Resources section: The Quick Links and Downloads links at the top of each section highlight other areas of the website and helpful documents. The tabbed interface allows users quick access to listings for Rebates, Whole Building Incentives, Cool Roof Loans, Codes and Standards, and Voluntary Green Programs. This demonstrates one of the many ways the website redesign will help users find the information they need.

Board of Directors Meeting Recap

October 4 Board of Directors Meeting Update

The Board held a conference call meeting on October 4, 2012. The Board made the following decisions during the meeting:

Approved the use of electronic gauges for measuring field applied coating thickness, as specified in ASTM D7091.

November 13 Board of Directors Meeting Update

The Board held a meeting in San Francisco, CA on November 13, 2012. The Board made the following decisions during the meeting:

Approved a new fee structure for the ES-CRRC program to more realistically reflect the cost of running the program.
Approved the contract with Energy Solutions for 2013.
Approved the Marketing Plan proposed for 2013.
Approved changes to the calibration testing requirements for new Accredited Independent Testing Laboratories.
Approved the funding proposal to develop a test protocol for rating loose aggregate roofing products.

Technical Committee Meeting Recap

The CRRC Technical Committee (Committee) convened on October 31, 2012 for an in-person meeting in Denver, CO. The next scheduled meeting is in Orlando, FL on Wednesday, March 13, 2013 at 9 AM EST. Committee meetings are open to all interested participants. October 31 Technical Committee Meeting Updates

Research Funding Guidelines & 2013 Research Budget
The Committee discussed the adoption of guidelines for evaluating research funding proposals. The Committee also discussed potential projects and the research budget for 2013.

Coating Emittance Test Method
At a previous meeting, the Committee discussed whether the thermal emittance values for field-applied coatings should be tested with ASTM C1371 or the Slide Method. After reviewing test data for a variety of field-applied coatings and factory-applied coatings, the Committee decided to maintain the current CRRC procedures of using ASTM C1371.

LBNL Aggregate Albedo Study
Ronnen Levinson, a staff scientist from Lawrence Berkeley National Lab (LBNL), presented the results to date of his research measuring the solar reflectance of aggregate roofing material. The Committee discussed the study and provided feedback to Mr. Levinson. The final report from the study will be discussed at the Committee’s next meeting in March 2013.

Results of CRRC/RCMA Coating & Substrate Study
Don Portfolio of Gardner-Gibson presented the final results of an aging coating and substrate study conducted by the CRRC and Roof Coatings Manufacturers Association (RCMA). The study looked at the effects of different substrates on various coatings as they age over three years. The Committee discussed the use of different substrate options for testing coatings, but tabled a vote on the topic until the next meeting.

Rough Aggregate / Curved Tile Thermal Emittance
Paul McKenna of Surface Optics Corporation presented data on thermal emittance measurements taken on rough aggregate and curved tile samples using ASTM E408. The Committee discussed using this test method or adopting default thermal emittance values for specific products that are hard to measure with current techniques. The topic was tabled until the next meeting when data from another upcoming study will be available.

Colorimetry Measurement Procedure
The Committee formed a working group to update current CRRC procedures for taking colorimetry measurements and update the test method language in the CRRC-1 Program Manual.

Adoption of Handling and/or Coating Application Standards
Rich Slomko of Atlas Material Testing proposed adopting ASTM G147 to address sample handling and coating application techniques. The Committee plans to review the standard at its next meeting.

Technical Working Group Updates

ASTM E1918 Precision & Bias
Lab testing for the precision and bias study is nearly complete, with testing being completed at the final lab. Once complete, the data will be collected by ASTM and reviewed by the Technical Committee in 2013.

CRRC-1 TM#1 Precision Statement
The working group plans to conduct a round robin in 2013 to develop the precision statement for the CRRC-1 Test Method #1.

ASTM E408 Working Group
CRRC staff are working with device manufacturers AZ Technology and Surface Optics to update the ASTM E408 standard to include new measurement devices. The draft language is being reviewed by the working group which plans to submit updated language to ASTM in early 2013.

Solar PV and Cool Roof Working Group
The working group is investigating the synergy between cool roofs and solar photovoltaic panels. The working group chair met with a solar company representative to discuss sharing project data on PV and cool roofs.

Rough Aggregate / Curved Tile Emittance Working Group
The working group is researching the option to apply a generic emittance value for products which cannot be readily measured with current CRRC test method protocol. Surface Optics Corporation conducted emittance testing on rough aggregate and curved tile samples using ASTM E408, and presented the data to the Technical Committee. The Committee will discuss applying generic emittance values once the results of a related study by LBNL become available.

Method Evaluation Working Group
The working group was formed to evaluate potential product retesting of CRRC rated products due to test method changes over the years. The group is analyzing thresholds for retesting to determine which products may be affected. The group met on October 10, 2012, and discussed conducting a second round robin on the Slide Method that includes additional product types not included in the original round robin.

NIST Standard Reference Material Working Group
The working group will propose the development of a standard reference material for thermal emittance to the National Institute of Standards and Technology (NIST). This reference will give emittance test methods a way to measure bias.


Ratings, Codes and Programs

ANSI Update

The Consensus Body has voted to approve the revised CRRC-1 Standard. The CRRC anticipates receiving final approval from ANSI by the end of 2012. To view a copy of the redlined CRRC 1 Standard, please go to the CRRC Standards Development page, and select the link under the “Current Status” section.

CRRC Program

2013 Annual Renewals Payments
Due February 1, 2013

The online renewals system is now open to all CRRC participants. All Licensees and Members were sent an email with a login and password for the online renewals system. If you have not received your password, please contact Melissa Rissman at [email protected] or (510) 482-4420 x236.

Please note that renewals payments are due February 1, 2013. To encourage timely payments and maintain an equitable process for licensees who do pay on time, the CRRC will continue enforcing a nominal late fee charge. The late fee will apply only to Licensee and product fees, not to Membership fees. The late fee structure is as follows:

Payment received Late Fee
On or before February 1, 2013 None
February 2 - March 1, 2013 1% of total payment
March 2 - April 1, 2013 2% of total payment

* The late fee will apply only to Licensee and product fees, not to Membership Fees.

If payment is not received by April 1, 2013, the CRRC will terminate membership and/or licensee status and all products, as applicable. In order to reinstate applicable CRRC status after termination, companies must pay a 3% reactivation fee in addition to the full renewal invoice amount.

ES-CRRC New Fee Structure

Effective January 1, 2013, the ES-CRRC® product listing and renewal fees will be increased slightly. The new fee schedule was developed after a thorough review by the Board of the ENERGY STAR® product certification fees and program costs.
