Redesigned CRRC Website Launch

The CRRC is pleased to announce the release of its revamped website. The new website is located at the same address as the previous site: www.coolroofs.org.

The website has a fresh look and several new features to make it easier to find what you’re looking for. Please take a minute to review the new website tutorial. Annual Membership Meeting — June 13

Save the Date! The 2013 Annual Membership Meeting will be held on Thursday, June 13, in Reno, Nevada in conjunction with the WSRCA Western Roofing Expo. The Annual Membership Meeting is a great way to connect with your fellow CRRC members, Board members, and staff. The meeting will include technical, administrative, and program updates, a Strategic Plan breakout session welcoming member input, as well as presentations from compelling guest speakers who will discuss the following:

2013 Board of Directors Election Launched

The 2013 Board of Directors (Board) Election process is underway. This year, two Class A and two Class B positions are open, with Mr. George Daisey (Class A), Mr. Darrel Higgs (Class A), Mr. James Hoff (Class B), and Mr. Peter Turnbull (Class B) completing their terms. All four Board members are eligible for re-election.

In addition to Board position nominations, the CRRC also collected nominations for the 2nd annual Marty Hastings Award. This honor celebrates Mr. Hastings’ legacy as a longtime Board member, Treasurer, and Technical Committee member. The award is presented to a volunteer who has made outstanding contributions to the CRRC in the past year. The award nominees will be reviewed by the Marty Hastings Award Committee, and the recipient announced at the Membership Meeting on Thursday, June 13.

In early 2013, the Board approved proposed amendments to the CRRC bylaws. These proposed amendments must obtain CRRC membership approval before they are officially adopted into CRRC bylaws. As such, the 2013 ballot will include a membership vote on adoption of the proposed amendments to the CRRC bylaws.

Election ballots were distributed to the Membership on May 10. Ballots/proxies are due back to the CRRC by Wednesday, June 12, and in-person votes are due at the Membership Meeting on Thursday, June 13. Board of Directors Meeting Recap

February 8 Board of Directors Meeting Update

The Board held a meeting in San Antonio, TX on February 8, 2013. The Board made the following decisions during the meeting:

Approved proposed bylaw amendments to be put to a CRRC Membership vote.
Approved plan to streamline CRRC work in order to reduce costs.
Approved final version of the Laboratory/Test Farm Remedial Action Process.
Approved program manual language clarifying that products seeking re-activation must re-apply as a new product, starting in 2014.

April 11 Board of Directors Meeting Update

The Board held a conference call on April 11, 2013. The Board made the following decisions during the meeting:

Approved the 2013 Board of Directors Election Plan.
Approved a process where an Other Manufacturer (OM) can authorize a second OM to use its product ratings with another licensed seller.
Approved the appointment of Rhonda Byrne of Intertek and Gary Whittemore of Sika Sarnafil, Inc. to the Technical Committee, replacing Stewart Relyea and Stan Graveline, respectively.
Approved setting a six-month maximum timeframe on samples being stored after initial testing before being exposed for weathering.
Approved a procedure to determine the reflectance of variegated shingles based on the ratings of its different granule products. However, additional information needs to be gathered by the Committee.
Approved a process to test field-applied coating products on both smooth and rough substrates. However, additional information needs to be gathered, including approval of final language.
Approved a procedure to have accredited independent testing laboratories (AITLs) measure samples to ensure compliance with CRRC sample size requirements. However, additional information needs to be obtained by the Committee.

Technical Committee Meeting Recap

The CRRC Committee convened on March 13, 2013 for an in-person meeting in Orlando, FL. The next scheduled meeting is a conference call on Thursday, May 23, 2013 at 10 AM PDT. Committee meetings are open to all interested participants. Technical Committee Officer Changes

Rhonda Byrne of Intertek was approved to replace Stewart Relyea’s (also formerly of Intertek) vacant voting alternate position.
Gary Whittemore of Sika Sarnafil, Inc. was approved to replace his colleague Stan Graveline in his voting position.

March 13 Technical Committee Meeting Updates

Testing Variegated Shingle Products Proposal
Darrel Higgs of DPH Consulting presented an alternate method of testing variegated shingle products. The method calls for each color granule to be tested and aged separately, with a weighted average applied based on the percentage of each granule on the final shingle product. Variegated shingles would be tested by AITLs to verify that the initial solar reflectance matches the calculated reflectance. The motion was passed by the Committee and sent to the Board for a vote.

Aggregate Albedo Study/Ballasted Roofing Test Method
Ronnen Levinson of LBNL presented the results of LBNL’s aggregate albedo study which compared the solar reflectance of mock shingles made with crushed aggregate. Mr. Levinson proposed that the CRRC collaborate with LBNL to design a method for rating aggregate products based on the mock shingle technique. The motion did not pass, with the Committee requesting more data comparing the mock shingles to actual aggregate beds, and how the mock shingles would hold up during accelerated aging.

Aggregate & Curved Tile Thermal Emittance
The Committee discussed proposals to adopt a default thermal emittance value for products that are not able to be measured by currently adopted test methods. The Committee also discussed the adoption of a calculation correction factor for measuring thermal emittance on curved tile products. The Committee tabled a vote on aggregate thermal emittance until a solar reflectance test method is approved, and passed a motion to assign all concrete and clay tile products a thermal emittance value of 0.90. This proposal was sent to the Board for a vote.

Six-Month Test Farm Holding Limit
CRRC staff noted that currently there is no time limit for how long a manufacturer may instruct an AITL to hold samples that have undergone initial testing before shipping to test farms. A 6-month holding limit was passed by the Committee and sent to the Board for a vote.

Review of Interim Wood Test Method
When the Interim Wood test method was adopted in November 2011, it included language to review the test method in 2013. As AITLs have experienced satisfactory rating accuracy with the interim method’s protocol, the Committee passed a motion removing “Interim” from the test method.

Considerations for Research Funding
The Committee reviewed and edited draft considerations for research funding. The exhibit will be presented to the Board for review.

Sample Size Guidance
CRRC staff noted that a sample recently sent to an AITL was slightly smaller than the size requirements outlined in the CRRC-1 Program Manual. The Committee provided clarifying language for the CRRC-1 Program Manual, and passed a motion requiring that AITLs measure samples before sending them to test farms. This topic was sent to the Board for a vote.

RCMA and RRCI Coating Studies
The Committee reviewed results from studies conducted by RCMA and RRCI investigating the impact of substrates on coating product ratings. The results indicated that smooth substrates result in higher reflectance values for all but one sample. The Committee passed a motion to recommend to the Board that field-applied coating products be tested on both smooth and textured substrate, as well as add a disclaimer on the CRRC Directory for existing products stating that coatings were tested on smooth surfaces.

ASTM G147 for Sample Handling
The Committee passed a motion to adopt ASTM G147, a standard commonly used in the weathering industry, to provide guidance on sample handling. The proposal will be brought to the Board for review.

Ratings, Codes and Programs

CRRC ANSI/CRRC-1 — 2012 Standard
Receives Approval

CRRC is pleased to announce the American National Standards Institute’s (ANSI) final approval of its ANSI/CRRC-1-2012 Standard (Standard). This concludes the two-year public review process, allowing building codes and rating programs worldwide to continue referencing the Standard. The ANSI/CRRC-1 Standard is part of the CRRC’s mission to implement accurate and credible radiative energy performance ratings for roofing products, as well as to provide objective support to interested parties. The CRRC will continue its efforts to advance the industry by working to incorporate the Standard in building codes and rating programs. The next scheduled cycle is expected to begin in 2014. The CRRC appreciates the time and expertise contributed by the Consensus Body, and looks forward to future improvements to its Standard.

CRRC Program

Random Testing Update

Random testing is the method by which the CRRC ensures the credibility and accuracy of its rating program. Each year, the CRRC tests a percentage of all active Licensed Seller products in order to guarantee that their reflectance and emittance numbers match their listed values on the CRRC website. Products that do not pass random testing are removed from the Rated Products Directory.

The 2010 Random Testing program is in its final stages with the current results below (“Awaiting Re-Testing” are products that have failed their first or second round of testing, out of a possible total of three tests, thus are not yet considered “failed” products):

Prior to 2013 Random Testing product selection, the Board examined the percentage of products selected for random testing on the annual cycle. Statistical analysis was performed on data from previous years, and concluded that the CRRC could reduce the percentage of products selected while maintaining a high level of confidence in the test results.

The Board voted to reduce the percent of products selected for Random Testing from 10% to 7.7%. The CRRC completed product selection in March with 104 total products selected. Collection for these products began in April, and sample testing will be conducted later this year.

Evaluation Services CRRC Program

ES-CRRC® Renewals

The 2013 ES-CRRC Program Renewals invoices were sent out via email in early April. Please note that the ES-CRRC program is for certification of ENERGY STAR® Qualified Roofing Products, and is a separate program from the CRRC Product Rating Program.

The renewal rate is $80 for each Standard Product or Color Family Group. This charge was applied to all products certified before January 1, 2013, with the exception of Color Family Additional Elements, which were not charged a Renewal fee as they are covered under the Color Family Group fee. Each Partner received an invoice via email and can elect to pay using Google Checkout or by submitting a check.

Payments are due by Thursday, May 31, 2013. To encourage timely payments and maintain an equitable process for Partners who do pay before the deadline, ES-CRRC will implement a nominal late fee charge. The late fee charge is 1% of your total payment per month; therefore, it will accrue by 1% for each additional month that the payment is late. The late fee schedule is as follows:
